The European Agenda for culture in a globalising world endorsed by the Council of the European Union in 2007 was the first to acknowledge the link between creativity, jobs and growth. Green paper  – Unlocking the potential of cultural and creative industries underlined the importance of creativity for innovation, jobs and sustainable growth. Communication – Promoting cultural and creative sectors for growth and jobs stressed the role of culture and creative sectors in achieving the objectives of the Europe 2020 strategy for smart, sustainable and inclusive growth and the potential of cross-sector collaboration for innovation, social cohesion and regional development. Cross-sector cooperation is also one of the guiding principles of the Work Plan for Culture (2015-2018) adopted by the Council of the European Union in November 2014.
