Institutions for culture, science and arts are in a very difficult position in the areas of financing, human resources and organisation. Bearing in mind the economic and social conditions in Bosnia and Herzegovina, it is not realistic to expect that culture can develop and prosper without institutional support from all governmental levels.
The participation of the non-governmental sector in creating cultural politics is significant, but there is insufficient support in systemic measures. The main challenge is presented by the division into different jurisdictions: while cultural activities in the Republic of Srpska are under that entity’s jurisdiction, certain cultural services in the Federation are under the jurisdiction of each canton. In each cultural sector, a certain number of laws are enacted by Republic of Srpska, the Federation and the cantons, but only three laws are enacted on a state level: laws on copy-rights, protection of national monuments and state archive.
